When you download your locale files from the WTS, they will be in a folder with the name of your locale, represented here by xx-XX. E.g., English is en-US or en-GB, French is fr-FR and Malay is ms-MY. The "general" locale folder is the folder in the xpi (usually under the chrome folder or inside the .jar file) called 'locale'. You can drag the folder with your locale in the tar.gz file to the "general" folder and drop it there.
Re-zipping is usually not necessary. Updating the xpi is generally enough. However, if the locale folder is in a .jar file, this needs to be extracted first and opened with a zip program. After it has been updated it needs to be put back into the xpi!
Don't forget to update chrome.manifest and/or install.rdf before testing! wink.gif
