Please have a look at Vietnamese translation of this addon:

This addon has an empty file, and I accidentally clicked "Save" it. And now WTS doesn't allow me to change the status of Vietnamese translation to "Released".

Hi, regarding to this issue, I notice that the "empty" contents.rdf file is also included in some other addons.

They used to have translatable content. But now, some of them are just empty and have a notification "No translated file available. Original content used.", even in translated addons or untranslated addons

So, is this a bug or should I just leave them as untranslated when I mark my translations as Released?

Definitely seems like a bug or parsing error. We will look into it.

Seems to work now, but I'm not really sure.
