the thing to do is use <localized> tags the first necessary default one being en-US one in your install.rdf. Of course you can add yourself the same for "fr" in your case (note that now "fr" only and not fr-FR is Mozilla apps official codename for language).
The WTS (our translation system here) will automatically display the en-US localizable part of the install.rdf to every requested language and you will have the job done in a separate file when downloading all locales. hope that helps.
