Can anyone help me with an he-IL (Hebrew) localization?

I tried to 'see' the dtd file, but my problem is that I don't know at all the Hebrew language
I try to explain better using an Italian example:
In case I have to translate
"it will open" I start my translation using UTF8 encoding, therefore I'll write
"aprirà ", but before saving the file I'll change the encoding to ANSI->
"aprirà ";
and this method works fine!
Well, if I open one dtd file using ANSI, I copy
"aprirà " and I save the file so
(using ANSI), certainly there will be one error
The solution for this problem it's easy in "my" case, 'cause I can see the accented
(and 'wrong') vocals and/or the special characters, but I don't know at all the Hebrew language
Sorry
