When a website is assigned to speed dial from a loaded tab, a thumbnail will be taken from it. That thumbnail size is defined by that "thumbnail size" configuration parameters. Essentially, the browser will be "printed" in the thumbnail, scaled to match it's width.
However, when a thumbnail is refreshed, or defined from a URL, Speed Dial will load that website in a "background browser" in order to make that thumbnail, meaning a browser that is not visible to the user. That browser size is defined by those "background browser size" parameters. Some people could argue that only the width would have been necessary, but some websites adapt to the page height.
